TEC APPROVAL

TEC (TELECOM ENGINEERING CENTRE): We live in the digital era, where everything is going to be based on AI/IoT/5G, and the use of telecom products is continuously increasing. Subsequently, the telecom sector is growing rapidly, and mobile phones and wireless equipment are constantly increasing due to the advancement of telecom technology like AI/IoT/5G.

To maintain the telecom sector's progress, the government of India established a new department known as Telecommunication Engineering Centre in 1991, under which standards for the telecommunication sector are developed to ensure a world-class network and seamless connectivity of individual networks.

According to the Indian Telegraph (Amendment) Rules, 2017, all telecom equipment must undergo obligatory testing and certification before being sold or imported. TEC authorized labs will conduct the testing, and a certificate will be granted based on their tests/reports. Telecom Equipment Manufacturers/Suppliers get their product tested and certified against applicable Standards. Indian Accredited labs will carry out the testing, and the certificate will be provided by TEC based on their test reports.

TEC is an abbreviation for Telecom Engineering Centre. TEC is the technical body of the Department of Telecommunications (DOT), tasked with developing Standards/Specifications/Guidelines for Telecom Equipment and Telecom Networks in the country to establish state-of-the-art, seamlessly interoperable Telecom Networks. TEC has been designated as the Telegraph Authority to administer the MTCTE procedure, Surveillance Procedure, and developing Essential Requirements (ERs).


TEC CERTIFICATION

The TEC Certificate certifies that the telecom and related ICT product/equipment/system meets technical and other requirements such as safety, EMI/EMC, interconnection & interoperability, and so on, and is acceptable for use in the Indian Telecom Network.

Certification' means that model of Telecom Equipment has undergone specified testing and complies with relevant Essential Requirements; such the document conveying the certification will be referred to as the ' TEC Certificate.'


FUNCTION OF TELECOMMUNICATION ENGINEERING CENTRE:

TEC operations include the following:

• Issue of Generic Requirements (GR), Interface Requirements (IR), Service Requirements (SR), and Standards for Telecom Products and Services.

• Field testing of items and systems.

• Development of standards and fundamental technical plans

• Provide IT support to DoT headquarters and other government departments.

• Telecom product testing and certification

• Technology approvals from the C-DoT, other government labs, and educational institutions for indigenous technology.

• Issuing Interface Approvals, Certificates of Compliance, Service Approvals, and Type Approvals.


TYPES OF VOLUNTARY TESTING CERTIFICATION

TEC provides several voluntary certification schemes based on its technical standards for products and interfaces. These schemes certify the product/equipment based on testing against the numerous parameters and conditions specified in the TEC technical standards. The testing is typically performed on-site at the OEM's premises or in a laboratory setting. Test reports on EMC, safety, and environmental testing from ILAC signatory authorized labs are acceptable for these certifications.

TEC issues the following certificates after conformity testing against applicable TEC Standards:

1. Type Approval Certificate (TAC)

2. Interface Approval Certificate (IAC)

3. Certificate of Approval (CoA)

4. Technology Approval

The following schemes are part of the Voluntary Testing Certification:

1. Type Approval: Type Approval is the process of testing and certifying telecom and related ICT products as per the TEC Test Schedule & Test Procedure (TSTP) for conformance with the TEC Standard for Generic Requirements for a Product/Equipment.

2. Interface Approval: Interface Approval is the process of testing and certifying telecom and related ICT products as per the TEC Test Guide for compliance with the TEC Standard for Interface Requirements for a Product/Equipment.

3. Certificate of Approval: A Certificate of Approval (CoA) is the process of testing and certifying a telecom product as per the manufacturer's specifications. This certificate is issued only when the product does not meet the TEC's Generic or Interface Requirement. The testing must be carried out as per the TEC-approved Test Schedule & Test Procedure (TSTP), which is based on the manufacturer's product description and technical information.

4. Technology Approval: Technology Approval is the process of evaluating and certifying a telecom product prototype generated by the C-DoT or other R&D companies. Technology Approval is granted based on the product's TEC Standard for Generic Requirements.


CERTIFICATE OF MANDATORY CONFORMANCE/ MANDATORY TESTING AND CERTIFICATION OF TELECOM EQUIPMENT (MTCTE)

According to the Indian Telegraph (Amendment) Rules, 2017, all telecom equipment must undergo obligatory testing and certification before being sold, imported, or used in India. The Testing and Certification framework demands that telecom equipment fulfill the essential standards for EMI/EMC, safety, security, technical requirements.

Indian Accredited Labs approved by TEC will perform testing for compliance to Essential Requirements for the equipment, and a certificate will be provided based on their test reports. The testing is done to ensure that the equipment meets relevant national and international standards, such as being safe to use, emitting radio frequency emissions within prescribed limits, not degrading the network's performance to which it is connected, and complying with national security requirements.


List of products (Essential Requirements) covered under Phase-III of MTCTE

NOTE: Acceptance of applications on the MTCTE site for items (essential requirements) covered by phase-III has began on October 11, 2021 and certification will become mandatory from July 1, 2022.


List of products (Essential Requirement) covered under Phase-IV of MTCTE

Note: Acceptance of applications for EMI/EMC & SAFETY (where applicable) via the MTCTE portal has began on October 11, 2021, and certification will be mandatory from February 1, 2022.

Acceptance of applications on the MTCTE portal for the remaining ER criteria will begin on January 1, 2022, and certification will be required from July 1, 2022.

TEC APPROVAL

PROCESS OF TEC CERTIFICATION

The following process are involved in TEC authorization process

1. Generate Online Portal - TEC Certification starts with the generation of an online portal on the MTCTE website.

2. Submit application: After generating the online portal; submit the application with the required documents.

3. Scrutiny of application: TEC Officials will verify the documents. Any document deficiencies will be communicated to the applicant. Following the correction of any deficiencies, the applicant's registration will be accepted, and he will be able to submit applications for testing and certification.

4. Application for product testing: Applicant must choose the product to be certified, as well as its variants, available interfaces, and accompanying modeling information, if any, and upload the BoM file to the portal. The applicant will be shown the applicable certification scheme, ER, and fee after submitting his application.

5. Product testing: According to the product, the lab is allotted for product testing and to the allotted lab sample is submitted for the testing.

6. Submit test report: Applicant need to submit Test report to the TEC and accept online undertaking about correctness of the documents.

7. Grant of certificate - The submitted test results will be examined and if the equipment is found to be compliant free, the certificate will be issued.


DOCUMENT REQUIRED FOR MANDATORY TESTING & CERTIFICATION OF TELECOMMUNICATION EQUIPMENT


  1. Company Registration document
  2. Authorization Letter issued by the.
  3. Articles of Association (AoA) duly sign by Director or CS
  4. The company's Memorandum of Association (MoA) duly signed by either Director or Company Secretary as per the norms.
  5. Shareholding pattern indicates the board of members/shareholders of company.
  6. MoU between foreign OEM and Indian representative (AIR) for sale and support of the product in India, and
  7. Details of Authorizing AIR


TIMELINE FOR CERTIFICATION PROCESS

The complete certification procedure should generally take three to five months from the date of fee submission and registration, depending on the product category, tests required, and so on.


VALIDITY OF CERTIFICATE

In general, a certificate issued as per a TEC Standard for Generic Requirements/Interface Requirements for a Product/Manufacturer's specifications will be valid for five years.
