Bureau of Energy Efficiency (BEE): India's primary energy demand is continuously increasing. This rise is due to several factors, the most prominent of which are raising earnings and economic growth, which result in increased demand for energy services such as lighting, cooking, space cooling, mobility, industrial output, and office automation.

Under the general purview of the Energy Conservation Act 2001, the government is making numerous efforts to efficiently use energy on the demand side through various innovative policy approaches. In 2001, the Energy Conservation Act (EC Act) was passed to reduce the energy intensity of the Indian economy. On March 1, 2002, the Bureau of Energy Efficiency (BEE) was established as a statutory body at the federal level to facilitate the execution of the EC Act.

The Bureau of Energy Efficiency (BEE) is an agency under the Ministry of Power, Government of India. The goal of BEE India is to save energy and money. The government has mandated that a few notified products have star ratings and labelling that identify the product's energy-saving performance and assist buyers in making the best decision possible before acquiring such a product. A higher star rating indicates greater energy efficiency.


FUNCTIONS OF BUREAU OF ENERGY EFFICIENCY (BEE)

Functions of the BEE are as follows:

1. Create awareness for efficient use of energy and conservation

2. Promote research and development related to energy efficiency

3. Promote innovative financing for energy efficiency projects

4. Develop good testing and certification procedure


WHAT DO THE TERMS "STANDARDS" AND "LABELLING" SIGNIFY IN THE CONTEXT OF BEE CERTIFICATION?


In 2006, the Bureau launched the Equipment and Appliance Standards and Labeling programme to give consumers more information about the energy-saving and, thereby cost-saving possibilities of marketed products.

The term "standard" refers to the established limit on the energy consumption of manufactured goods."Standards" is a term that can have two different meanings: well-defined test methodologies for obtaining a sufficiently accurate estimate of energy performance target limitations.

Labels described energy performance. "Labels" primarily provide consumers with the information they need to make informed purchases.


PROCESS FOR BEE CERTIFICATION

You must first determine whether you are eligible for mandatory or voluntary BEE certification before submitting an application. Under BEE, some products are mandatory to register, and others come under the voluntary product list.


STEP 1. PRODUCT TESTING

BEE Registration starts with the testing of the sample to check the energy consumption rate. The test report will be required at the time of MODEL Registration. Applicants need to get their product tested from NABL accredited lab. Two types of testing are done, which are as follows.

1. Performance Testing: Performance testing is done for all the products which are covered under the BEE. It helps to depict the performance of the product, and accordingly star mark is given.

2. Safety Testing: Safety testing is done of the samples covered under BEE and BIS. This test is done to check whether the product is consumer-friendly or not.

DOCUMENTS REQUIRED FOR TESTING

The following documents are required for testing of the product:

1. Legal address proof of manufacturing unit

2. Copy of Factory License stating the relevant product as the scope of manufacturing and indicating the manufacturing unit's address - in English and the original language

3. Sample for testing with user manual

4. Copy of the BIS license with the date of expiration and a list of all models applied


STEP 2. BRAND/COMPANY REGISTRATION

To register the BRAND under BEE following steps must be followed:

1. Documentation: In the first step, below mentioned documents are collected for company registration.

2. Submit application: Once documents are collected, the application must be submitted online and offline to BEE Department.

3. Scrutiny of Documents: BEE Officials will verify the documents whether all documents are submitted or not.

4. Grant of Login Credential: Once BEE Officials get satisfied with provided document and application. They provide BEE Login Credentials by email.


DOCUMENTS REQUIRED BY BEE FOR COMPANY AND BRAND REGISTRATION

The applicant is responsible for ensuring that the documents he or she submits are in the correct order. Every document submitted to BEE must have the signature and stamp of the authorized signatory in the original.

The following documents are required in prescribed order for company/brand registration:

1. Covering letter

2. Online security deposit payment receipt copy

3. Copy of brand registration application

4. If the manufacturing unit is not the trademark/brand owner, an authority letter from the trademark/brand owner is required.

5. Copy of brand/trademark registration

6. Copy of MSME Certificate (only Indian Original equipment manufacturer (OEM))

7. Copy of a current valid ISO 9001 certificate issued in the name and address of the manufacturing facility listed on the Manufacturer's registration form

8. Authorized signatory letter

9. Copy of the BIS license with the date of expiration and a list of all models applied


STEP 3. MODEL REGISTRATION


For model registration, the following steps are followed:-

1. Documentation: In the first step, the documents mentioned below are collected for Model registration.

2. Product Testing: Product testing is done for model registration, which is of 2 types performance testing and Safety testing. Applicants need to submit the product test report to BEE.

3. Prepare BEE Sample Label: One testing is done based on which BEE Sample level is prepared. It helps the consumer to identify the energy-saving and cost-saving potential of the product.

4. Model Registration (Online/Offline Submission): Accordingly, submit the application to BEE both online as well as offline.

5. Scrutiny of Application: BEE officials will verify the application and documents.

6. Grant of Approval: If BEE officials get satisfied with the application, documents, test report of the sample, they approve.


DOCUMENTS REQUIRED BY BEE FOR MODEL REGISTRATION

The following documents are required for model registration:

1. Covering letter

2. Online model registration payment receipt copy

3. Original Test report

4. Specimen of BEE LABEL

5. Print out of online application form other forms


WHY ARE APPLIANCES AND EQUIPMENT LABELLED?

The label is a government and industry initiative to encourage consumers to buy energy-efficient appliances and equipment. Product labelling provides information at the point of sale. This enables users to select appliances and equipment with the lowest operating costs.

When compared to conventional equipment, purchasing a labelled appliance and equipment not only gives higher performance but also lowers consumption. The demand for labelled appliances and equipment encourages manufacturers to build more energy-efficient appliances.

BEE Raise awareness of energy efficiency and conservation and disseminate information on the subject. To establish a product's level of performance and electricity usage, a BEE-rating certificate is necessary. The certificate includes indicators of product efficiency and performance in terms of electricity usage.The goal of the Bureau of Energy Efficiency is to "institutionalize" energy efficiency services, enable nationwide delivery methods, and lead energy efficiency in all industries. Its major goal is to minimize the economy's energy intensity.
