PRODUCT CERTIFICATION SCHEME (ISI MARK) FOR DOMESTIC MANUFACTURERS

Every day we use hundreds of products from wake up to sleep. Before buying any product, customers are always curious to know about the quality of such product, grade of product, safety, brand, company name. Once consumers notice ISI marked product, Consumers get aware that the product is safe and out of physical harm.

BIS ISI mark in India is considered to be the mark of trust for the Customer. BIS provides satisfaction and security to the customer. To ensure the quality of the product, the manufacturer must have an ISI mark on their product. BIS ISI Certification is mandatory for the manufacturers or importers of products if their product is covered under the BIS Conformity Assessment Scheme.


WHAT IS BIS ISI MARK CERTIFICATION SCHEME?

The Indian Standards Institution started operating the Certification Marks Scheme under the Indian Standards Institution Act, 1952, to improve the Quality of Products and provide the advantages of Standardization to common consumers. The Certification Marks Scheme is popularly known as the ‘ISI Marking Scheme’, and it was formally launched in 1955.

The BIS Standard Mark on a product is an assurance of conformity to the requirements of Indian Standard Specifications. The BIS Conformity Assessment Schemes provides confidence to consumers about the Quality, Safety, and Reliability of products and ensure Consumer Protection.

BIS certification Scheme is voluntary in nature; the number of products is made compulsory by the Government of India on various considerations like public interest, protection of human, animal, or plant health, the safety of the environment, prevention of unfair trade practices, national security.

BIS is the country's National Standard Body established under the BIS Act 2016 for continuous development of the activities of standardization, marking, and quality certification of goods. The BIS (Conformity Assessment) Regulations, 2018 authorize BIS to conduct conformity assessments of goods, articles, services, systems, and processes under the relevant Schemes.

WHAT ARE THE REQUIREMENTS FOR BIS CERTIFICATION?

For obtaining a BIS license, the following are the basic requirement of BIS as given below

• The product shall conform to requirements of Indian Standard Specifications.

• If the manufacturer has multiple factories located at a different address geographically, the manufacturer needs to submit separate applications for each product, each factory location.

• Laboratory should be fully equipped with Product testing equipment and competent quality control personnel to test the product as per applicable ISS.

• There should also have all manufacturing machinery and testing facilities at their factory premises

• From receiving the raw materials to final packing, all procedures should be done in the same factory in case of any out Sourcing is required, permission from Bureau may be requested.

• The applicant can refer to Product Manuals for BIS Certification to prepare for the audit and application submission to avoid rejection.


WHAT ARE THE DOCUMENTS REQUIRED FOR BIS CERTIFICATION?

Following are the essential documents required by BIS at Initial level scrutiny:

• Factory Registration Documents & information

• Identity proof

• Manufacturing process flow chart

Details of Authorized Signatory and other related documents.

• Adequate testing facilities

• Quality Control Parameters and their records

• Laboratory testing report and other information as per BIS norm.


WHAT IS THE PROCESS TO GET THE BIS CERTIFICATE?

THERE ARE TWO SCHEMES FOR BIS CERTIFICATION FOR DIFFERENT INDIAN MANUFACTURERS:

  1. NORMAL PROCEDURE
  2. SIMPLIFIED PROCEDURE

NORMAL PROCEDURE

  1. Documentation before submission of application- First of all the applicant has to prepare for the BIS Certificate requirements, especially setting in-house labs and preparing products as per Indian Standards with other required documents before submission of application.
  2. Submission of application with requisite documents- Once all the BIS requirements are arranged, the applicant can submit an application with requisite documents.
  3. Scrutiny of application- After submitting the application, BIS officials scrutinize the application to ensure that the application is complete and the prescribed fee has been paid.
  4. Nomination of auditor for Audit- BIS nominates an auditor to conduct the auditing process of manufacturing premises.
  5. Audit by BIS auditor- Afterward, the BIS official will conduct an inspection process of products along with the factory/industry.
  6. Sample drawn for independent testing - Once the inspection gets completed, the sealed samples of the goods are further sent for testing at the BIS approved laboratories
  7. Sample testing in BIS approved laboratory- Sample testing is done in BIS approved Laboratory to ensure conformity of the product to the requirements of the relevant Indian Standard.
  8. Grant of BIS license- If the product passes all the test parameters, then only it gets approved from the BIS, and the authority issues the BIS certificate for Indian Manufacturers in 35-40 days from the submission of the application.

NORMAL PROCEDURE ISI MARK

SIMPLIFIED PROCEDURE

This procedure of BIS Certification is much faster than as compared to the regular procedure.

  1. Sample testing in a BIS-approved laboratory- Initially, testing of the sample is done in a BIS-approved laboratory. The applicant submits the test report of the samples tested by BIS approved laboratory.
  2. Submission of application with requisite documents- Afterward, the applicant has to submit an application with other required sets of documents.
  3. Audit by BIS auditor- the BIS auditor will conduct an inspection process of products along with the factory.
  4. Sample draw for independent testing- Sample is collected during inspection, the sealed samples of the goods are further sent for testing at the BIS approved laboratories.
  5. Grant of BIS license- If the product conforms to the requirements of the relevant Indian Standard, then BIS grant certificate to use ISI mark within 60 to 65 days of application.
