INTRODUCTION

We live in the digital era, the use of electronic and IT products is continuously increasing, and subsequently, the electronic and IT sector is growing rapidly. Manufacturing and Import/Export businesses are also growing drastically. Before introducing any product in the market, all manufacturers, importers, traders, and suppliers must fulfill compliance and regulatory requirements.

Under CRS, registration is required for electronics and IT products before launching them in the market; manufacturers must get their Electronic & IT products registered by the Bureau of Indian Standards (BIS).

WHAT IS A COMPULSORY REGISTRATION SCHEME?

The Compulsory Registration Scheme (CRS) was introduced by the Department of Electronics and Information Technology (DeitY), jointly with the Bureau of Indian Standards (BIS), in 2012 to protect Indian consumers from spurious and substandard products.

The compulsory registration scheme Order is that no person shall manufacture, import, or store for sale, sell or distribute goods that do not conform to the specified Indian standard and do not bear the Standard Mark with unique R-number obtained from BIS.

CRS is operated under BIS (conformity assessment) regulation 2018 as per the BIS act 2016 to protect Indian consumers. Manufacturers are required to apply for BIS registration after getting their product tested from a BIS-approved laboratory.

Bureau of Indian Standards grants a license to the manufacturers to use Standard Mark with unique registration number, through registration based on self-declaration of conformity for goods and articles as per the requirement of relevant Indian Standards.

The grant of license and its operation under the Compulsory Registration Scheme is carried out as per the conformity assessment scheme of BIS (Conformity Assessment) Regulations, 2018.


WHAT IS BIS LICENCE?

Bureau of Indian Standards (BIS) is the National Standards Body of India to develop standardization, quality certification, marking, and testing of goods.BIS has been authorized to undertake Conformity Assessment of products, Services, Articles, Systems, and Processes as per BIS (Conformity Assessment) Regulations, 2018.

BIS Licence is granted to a manufacturer after assessing the Manufacturing and Testing Capabilities of the manufacturer and ensuring conformity of the product to the requirements of the relevant Indian Standard through testing to use the Standard Mark (ISI Mark) on a product.


WHAT IS THE PROCESS OF BIS REGISTRATION UNDER THE COMPULSORY REGISTRATION SCHEME (CRS)?

Following Steps are Involved in the BIS Registration process:

  1. Applicant need to Login with valid credentials on the CRS portal
  2. Generate Test Request
  3. Get product tested from BIS recognized lab
  4. Verify the test report upon issue by Testing Lab
  5. Apply on the CRS portal using the Test Report within 90 days of its issue
  6. Submit documents as per checklist
  7. Scrutiny of application by BIS officials and report by bis officials
  8. Grant of license


WHAT ARE THE REQUIREMENTS OF BIS REGISTRATION?

For BIS registration under CRS, the following are the essential requirement of BIS as given below:

  • Manufacturer of any product which comes under Compulsory Registration Order must register under BIS CRS.
  • The manufacturer seeking to register to use or apply Standard Mark on their product shall conform to the requirements of Indian Standard Specifications.
  • BIS Registration is based on self-declaration of conformity of the product.
  • This self-declaration of conformity from manufacturers indicates that their manufacturing infrastructure can produce quality products.
  • Laboratory should be fully equipped with Product testing equipment and competent quality control personnel to test the product as per applicable ISS.
  • There should also have all manufacturing machinery and testing facilities at their factory premises.


WHAT ARE THE DOCUMENTS REQUIRED FOR BIS REGISTRATION?

Following are the essential documents required by BIS at Initial level scrutiny:

  • Copy of acknowledgment received from the portal
  • The Name and Address proof of the manufacturing unit along with the scope of business activity
  • Details of Authorized Signatory and other related documents
  • Self-Declaration of Conformity
  • Test Report Conformity of product sample by BIS Recognized Testing Laboratory
  • Details of the samples to be tested by BIS
  • Also, the details of the product’s Models/Varieties to be covered
  • Laboratory testing report and other information as per BIS norm

WHAT IS THE COST OF BIS REGISTRATION?

The Cost of BIS Registration will vary as per the following:

  • Location of Manufacturer. (Domestic/Overseas)
  • Type of Product and Number of Models.
  • Applicable government fee and service fee.


HOW MUCH TIME WILL IT TAKE TO OBTAIN A BIS LICENCE?

Suppose the product is previously tested and the manufacturer wants to use the prior test reports for BIS registration. In that case, the manufacturer must ensure that the test reports are not older than 90 days from the date of online application receipt.

The testing time can vary as per the lab chosen by the manufacturer and the submission of technical details for testing the product. Samples can be submitted directly to any BIS-recognized labs for initial registration.

After the testing of the sample, BIS takes approximately 20 days to grant a license. If any deficiency in documents, the BIS official will communicate with you with a rejection notice if the deficiency is not resolved within 30 days.
