BIS HALLMARKING

Indian has been fascinated with gold since ancient times due to its intrinsic value and reverence attached to it during auspicious occasions. The annual consumption of gold has been continuously increasing, which was estimated at 65 tonnes in 1982, and it has increased to over 800 tonnes presently. About 80% of the consumption of gold is for jewelry fabrication for domestic demand. Gold is a popular investment choice for village people to keep them secure during tough times. Thus, to protect the consumer against adulteration and to obligate jewelers to maintain a legal standard of purity, BIS start hallmarking scheme for gold in 2000 and for silver in 2005. During the last three years, the number of registered jewellers has increased by about 18% on average and registered A & H Centers has increased at a rate of about 25% per year.

HALLMARKING

The precise determination and official recording of the proportionate quantity of precious metal in precious metal products are known as hallmarking. As a result, hallmarks are official marks that are employed as a guarantee of purity or fineness of precious metal items in several countries.

The Hallmarking Scheme's major goals are to protect the public from adulteration and to obligate manufacturers to maintain regulatory fineness standards. Two precious metals, gold, and silver have been brought under the ambit of Hallmarking in India.

Under this scheme, BIS grants registration certificates to jewellers. BIS-certified jewellers can get their jewellery hallmarked from any of the BIS-recognized Assaying and Hallmarking Centres.

PART OF BIS HALLMARK

Previously hallmarked jewellery bears the following four marks:

  • BIS Mark
  • Purity in carats and fineness for gold
  • Assay centre identification mark/number
  • Jewellers identification mark/number

HALLMARK

The four marks for gold jewellery/artefacts have been replaced by three marks, as shown below, with the introduction of a six-digit alphanumeric code.

The Indian Standard on Gold Hallmarking IS 1417:2016 specifies three grades for hallmarking gold jewelry/artifacts: 14 carat, 18 carat, and 22 carats, while the Indian Standard on Silver Hallmarking IS 2112: 2014 specifies six grades of silver alloys used in the manufacture of silver jewellery/artefacts: 990,970,925,900,835,800.


BIS REGISTRATION FOR JEWELLER

To sell hallmarked jewellery, a jeweller must first register with the BIS. Following the issuing of the license, the jeweller must adhere to the agreement's terms and conditions. Licenses may be revoked if there are inconsistencies in the purity of precious metals (gold/silver) or if activities are not carried out in accordance with specified regulations.

BIS has the authority to launch penalty proceedings. BIS visits the sales outlet periodically and randomly selects a sample of Hallmarked goods currently on sale to be tested against the appropriate Indian Standard at its own referral assay labs. If a sample fails, both the jeweller and the assaying and hallmarking centre will be accountable.

PROCEDURE FOR THE CERTIFICATE OF REGISTRATION FOR SELLING PRECIOUS METAL

The following processes are involved in hallmarking registration:

  1. Documentation prior to submission of application: A jeweller must apply for a certificate of registration in order to sell precious metal goods. Before submitting the application, the applicant must prepare a self-certified copy of all supporting documents.
  2. Online Portal Generation: The applicant must first create an account online on the BIS website for login credentials.
  3. Submission of application online: Applicants can log in with their credentials and submit the specified application form online, along with self-certified copies of their documents, or they can submit hardcopy to a BIS branch office.
  4. Scrutiny of application: BIS officials will examine the application. If the documents presented are not in order, the Bureau may request the missing document or any further information, as the case may be, for clarification purposes.
  5. Grant of certificate of registration: If the application is deemed to be complete with all required documents and fees enclosed, applicant registration is granted to the applicant.

The application requires you to submit a self-certified copy of the following documents

  • Address proof of the premises
  • Identity proof of signatory
  • Annual turnover proof
  • Location map of premises
  • GST certificate
  • Logo of the showroom
  • Letterhead
  • Showroom inside and outside photo


BIS HALLMARKING

BIS REGISTRATION FOR ASSAYING AND HALLMARKING CENTRE

The purity and grade of the gold should be tested by a hallmark centre if a jeweller wishes to sell hallmark jewellery. The registered jeweller submits the jewellery to a BIS-approved Assaying & Hallmarking (A&H) centre for hallmarking.

The A&H is a testing centre where the jewellery is tested. After the testing, the A&H centre places a hallmark on the jewellery that meets the standard's requirements. The A&H centre can apply to BIS for recognition.

After validating the infrastructure requirements, capability, and competency of personnel to carry out assaying and hallmarking, recognition is granted to A&H centres for hallmarking of jewelry/artefacts.

BIS also conducts a periodic surveillance audit of the A&H centre to ensure that it is meeting the required standards. The quantitative chemical analysis of precious metals is referred to as "assaying." The process of determining the amount of gold in a piece of jewellery is known as assaying. Consumers can get their hallmarked jewellery tested from any of the BIS Recognized A&H Centre on a chargeable basis.

DOCUMENTS REQUIREMENT FOR BIS RECOGNITION OF ASSAYING & HALLMARKING CENTRE

The application form with self-certified copy of the following document is required for registration:

  • Establishment proof of the firm or company;
  • Address proof of the premises;
  • Proof of the signatory;
  • Map indicating the location of the premises from the nearest landmark;
  • Quality manual
  • Affidavit cum undertaking in Form-V.
  • GST copy
  • MSME Copy
  • Logo of the Hallmarking Centre
  • NOC from Pollution Department
  • MOA/Partnership Deed
  • Employee Qualifications and I'd Proof details


PROCESS OF RECOGNITION OF ASSAYING AND HALLMARKING CENTRE

The process of recognition of assaying and hallmarking centre is as follows:

  1. Documentation prior to submission of application
  2. Creation of online portal on BIS website
  3. Infrastructure Development
  4. CRM sample testing in BIS laboratory
  5. Equipment calibration at NABL Lab
  6. In-house sample testing and participation in ILC with other Hallmarking Centers
  7. Development of files and formats
  8. Employee Training and laboratory setup
  9. Application submission online and offline along with test report
  10. Submit a hard copy of the entire application to the BIS office
  11. Scrutiny of applications by BIS officials before the audit
  12. On-site Inspection by BIS official
  13. Scrutiny of applications by BIS officials after an audit
