On June 16, 2020, India’s Ministry of Chemicals and Fertilizers published Quality Control Order announcing mandatory certification to manufacture or import Morpholine. The order may be called the Morpholine (Quality Control) Order, 2020 came into force on one hundred and eighty-first days from the date of its publication on the official gazette. It shall conform to the corresponding Indian Standard IS 12084:2018 and shall bear the Standard Mark under a license from the BIS as per Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018. As per the order, it does not apply to the chemical a product meant for export purposes.
Morpholine is used as a chemical emulsifier and its derivatives used as agricultural fungicides. Morpholine is widely used in organic synthesis. It is also used as an intermediate for water treatment, production of pharmaceuticals and agricultural products as well. In congruence with this, to continue their exporting/ selling in India, all domestics, as well as foreign manufacturers of Morpholine, need to submit an application to BIS for certification. For verification, physical testing and inspection of the relevant chemicals at the factory premises as well as parallel testing by a BIS authorized laboratory in India to verify the same and final approval from the Ministry of Chemicals will be done. Violation of these provisions of the Orders will be punished under the “Bureau of Indian Standards Act, 2016.
