MANDATORY BIS CERTIFICATE OF CONFORMITY FOR BICYCLE MANUFACTURER

Retro-reflective Devices, i.e., Reflectors, are covered under the mandatory BIS Certificate of Conformity. As per Bicycles- Retro Reflective Devices (Quality Control) Order, 2020, Retro-reflective Devices shall comply with IS/ISO 6742-2:2015 and shall bear the Standard Mark under a license from the Bureau as per Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018.

The requirement of Retro Reflective Devices for Bicycles shall conform to the corresponding essential requirement given in Clause 4.14 of IS 10613: 2014 under a certificate of conformity from the Bureau as per Scheme-IV of Schedule-II of BIS (Conformity Assessment) Regulations, 2018. Selling bicycles without the necessary reflectors is a violation of the QCO. Any person who violates the provisions of the QCO shall be punishable under the BIS Act of 2016.

Bicycles shall be fitted with retro-reflecting devices. As per Government regulations, Bicycles are to be sold with the requisite number of ISI Marked Reflectors only. The bicycle manufacturer shall ensure that all reflectors received and used are ISI Marked under a valid BIS license. Each bicycle or package of the bicycle must be marked with the CoC Number. All bicycle manufacturers are required to get a Certificate of Conformity from BIS and only sell bicycles with a valid CoC. CoC will be granted based on the satisfactory compliance of QCO.
