Bis Certification For non-metal helmets for firemen and civil defence personnel
The Ministry of Commerce & Industry has issued the "Helmet for Police Force, Civil Defence and Personal Protection (Quality Control) Order, 2023, " effective six months from its publication in the Official Gazette. This Quality Control Order mandates that Helmets for Police Force, Civil Defence, and Personal Protection must strictly adhere to the specifications outlined in Indian Standard 2745:1983, which pertains to non-metal helmets for firemen and civil defence personnel. Compliance also requires the prominent display of the Standard Mark, achievable only through a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
It is crucial to note that the Order does not extend its application to goods or articles produced domestically for export purposes. However, for micro and small enterprises, as categorized by the Micro, Small and Medium Enterprises Development Act, 2006, the Order becomes effective twelve months and nine months from the date of publication, respectively.
In the realm of certification and enforcement, the Bureau of Indian Standards has been designated as the authoritative body for Helmets for Police Force, Civil Defence, and Personal Protection covered by this Order.
Any violation of this Order carries legal consequences, subject to punishment in accordance with the provisions outlined in the Bureau of Indian Standards Act, 2016. This underscores the commitment of the government to ensuring the quality and safety standards of helmets used by critical entities such as the Police Force and Civil Defence.
