Bis Certification For Bitumen Drums
The Ministry of Commerce and Industry has recently issued the Drums and Tins (Quality Control) Order 2023. This order, set to take effect six months from its publication in the Official Gazette, stipulates that all drums and tins must conform to Indian Standard 3575:1993 (Bitumen Drums) and bear the Standard Mark. This mark is obtained through a license from the Bureau of Indian Standards under Scheme-1, as outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Nevertheless, certain exceptions exist. The order does not apply to domestically manufactured goods intended for export, nor does it cover goods or articles filled with powder, semi-solid, or liquid materials upon import to India.
Furthermore, compliance timelines differ based on enterprise size. Micro-enterprises, as per the Micro, Small and Medium Enterprises Development Act, 2006, will be subject to the order twelve months from publication, while small enterprises will have nine months.
The Bureau of Indian Standards is designated as the certifying and enforcing authority for ensuring adherence to this order. Violations will result in punishment in accordance with the provisions of the Bureau of Indian Standards Act, 2016.
