Bis Certification For Electrical Appliances Skin or Hair Care
The Ministry of Commerce and Industry has recently introduced the "Electrical Appliances for Skin or Hair Care (Quality Control) Order, 2023." This regulatory measure, herein referred to as the 2023 Quality Control Order, will take effect twelve months after its publication in the Official Gazette.
Under this order, all electrical appliances designed for skin and hair care must comply with the relevant Indian Standard 302 (Part 2/Sec 23): 2009 and bear the Standard Mark. Obtaining the Standard Mark necessitates a license issued by the Bureau of Indian Standards, in accordance with Scheme-1 outlined in Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
It is essential to clarify that this order is not applicable to domestically produced goods or articles; instead, its scope is limited to products intended for export.
Additionally, for micro-enterprises, as defined in section 2 of the Micro, Small, and Medium Enterprises Development Act, 2006, the order will become effective eighteen months after the publication date. In the case of small enterprises, it will be enforced after a period of fifteen months from the date of publication.
The Bureau of Indian Standards will serve as the designated certifying and enforcing authority for products falling within the category of Electrical Appliances for Skin and Hair Care, ensuring compliance with the stipulations outlined in the 2023 Quality Control Order.
